摘要 Ⅰ.Public-and-PrivateSectorSeparationinChina1.1.Quasi-SeparationofPublicandPrivateSectors:before1949PriortotheQinDynasty,thefeudalsystemwaspursuedastherulingmodeinChina.Publicpowerwasdecentralized.Feudalprinceswereinchargeoflocalaffairs,andtheimpactofkingshiponsocietywasindirect.Atthattime,dictatorialoppressivepowerdidnotappear.Therefore,therewasnoneedtoseparatepublicsectorsfromprivatesectors.
